Brooke Winstead

She/Her

4 Years in Care

Brooke entered the foster care system at birth and, after early placement with her grandmother, navigated the loss of her primary caregiver at 16. She transitioned through multiple foster care placements before moving into independent living months  before her 18th birthday. Despite these challenges, Brooke remained dedicated to her education and personal growth, ultimately attending The University of Cincinnati and focusing on Urban Studies to better understand and address social issues.

Her advocacy journey began with the Hamilton County Youth Advisory Board, where she realized that using her voice could drive change. Brooke expanded her impact through internships with the Mayor’s Office, participation in City Council and NAACP meetings, and volunteering with youth programs focused on entrepreneurship. She furthered her commitment to youth engagement through HEY! Greater Cincinnati’s fellowship, advancing to Executive Fellow, and through her work with the Southwest Ohio Young Black Democrats to promote voter engagement.

Currently, Brooke serves on the City Manager’s Youth Managers Advisory Group and pilots the Youth Navigator position with Hamilton County Job and Family Services, helping youth access education, employment, and life skills resources. Recognized with the 2023 “More To Do” Award, she continues to champion youth voice, equity, and opportunity in her community while preparing to pursue graduate studies in Community Planning and Real Estate Development.
