Virginia Education and Training Voucher (ETV)
About this resource
Virginia’s Education and Training Voucher (ETV) Program helps eligible current and former young people in foster care pay for college, vocational programs, or job training. Young people can receive up to $5,000 per year, based on financial need and available funding.
ETV funds can be used for:
- Tuition and fees
- Room and board
- Books, supplies, and transportation
- Required materials or equipment (including a computer)
- Child care, study projects, and training-related expenses
To apply, those under 21 submit their application through their local department of social services. Ages 21–23 should submit documentation to the Virginia Department of Social Services showing prior eligibility. Your Independent Living worker can also help.
Who can use this resource (eligibility)?
Who Can Apply:
- Youth who were in foster care at age 16 or older and are now between 16 and 23
- Youth adopted from foster care at or after age 16
- Youth must be enrolled in an approved college, university, community college, or training program
