There isn't one single, dedicated office or resource for complaints in Puerto Rico. However, there are several avenues through which foster youth and their advocates can raise concerns and file complaints:

1. Administración de Familias y Niños (ADFAN):

  • As the primary child welfare agency in Puerto Rico, ADFAN is the first point of contact for issues within the foster care system. While not a dedicated "complaints office," they have a responsibility to address concerns related to the care and treatment of children in foster care.

2. Child Protective Services (Servicios de Protección Social):

  • For complaints specifically related to abuse, neglect, or maltreatment within a foster care placement, you should contact Child Protective Services.

3. Office of the Ombudsman (Oficina del Procurador del Ciudadano):

  • As mentioned previously, the general Ombudsman's office in Puerto Rico handles complaints about the functioning of government agencies. This could potentially include issues within the foster care system that involve systemic problems or improper procedures by ADFAN.
