Pennsylvania Education and Training Program (ETV)

About this resource

If you're a student in Pennsylvania who’s aged out of foster care and are going to college or a career school, you might be able to get free money to help pay for school.

The Chafee Grant is a program funded by the federal government and run by PHEAA (Pennsylvania Higher Education Assistance Agency). It gives out grants (money you don’t have to pay back!) to help cover the cost of your education.

You can apply if you're going to an eligible college or career program in PA. You will need to apply for Financial Aid through the Free Application for Federal Student Aid before applying for the Chafee Grant.

Who can use this resource (eligibility)?

You might qualify if you:

  • Live in Pennsylvania

  • Were in foster care after age 16 (including if you were adopted or left foster care after that age)

  • Are part of Pennsylvania’s Chafee Foster Care Program

  • Apply before you turn 21 (or before 23 if you’ve gotten the grant before)

  • Are going to college or a career school at least half-time (the school must be approved for federal student aid)

  • Need help paying for school (your school will check this)

  • Are keeping up with your classes (your school decides what counts as making progress)

  • Aren’t behind on federal student loans

If this sounds like you, it’s worth applying!
