Office of the Ombudsman (OOTO) is a part of the Office of Children and Family Services (OCFS) dedicated to protecting the legal rights of youth living in specific placements. These include:

• Residential placements managed by OCFS through the Division of Juvenile Justice and Opportunities for Youth

• Close to Home (CTH) placements overseen by NYC’s Administration for Children’s Services

• County detention facilities

• Voluntary agencies throughout New York State
