About this resource

New York Education and Training Voucher (ETV) Program

  • Federally funded and state administered

  • Provides up to $5,000 per year for qualified school-related expenses

  • Available to youth who were in U.S. foster care

  • Funding is limited and awarded on a first-come, first-served basis

  • You must submit a completed ETV application and semester documentation from your school verifying:

    • Your enrollment status

    • The cost of attendance (COA)

    • Unmet financial need

Who can use this resource (eligibility)?

  • Youth currently in foster care, including those in:

    • Persons in Need of Supervision (PINS)

    • Juvenile justice system custody

  • Former foster youth under 21 who qualify for Chafee Foster Care Independence Program services

  • Youth adopted from U.S. foster care at age 16 or older

  • Youth who left foster care at age 16 or older for guardianship with a kinship guardianship assistance agreement

  • Youth currently in custody of the Office of Children and Family Services (OCFS) placed in non-secure or voluntary agencies (Title IV-E facilities)

  • Youth on aftercare status with OCFS or receiving services in an Evening Reporting Center who were placed in a Title IV-E facility

Additional requirements:

  • Must be a U.S. citizen or qualified non-citizen

  • Must be accepted/enrolled in an accredited degree, certificate, or vocational program at a college, university, technical, or vocational school

  • Must show satisfactory progress toward a degree or certificate to maintain eligibility
