New York Education and Training Voucher (ETV) Program

Federally funded and state administered

Provides up to $5,000 per year for qualified school-related expenses

Available to youth who were in U.S. foster care
-
Funding is limited and awarded on a first-come, first-served basis

You must submit a completed ETV application and semester documentation from your school verifying:

Your enrollment status
-
The cost of attendance (COA)
-
Unmet financial need
-
Who can use this resource (eligibility)?
-
Youth currently in foster care, including those in:
-
Persons in Need of Supervision (PINS)
-
Juvenile justice system custody
-
-
Former foster youth under 21 who qualify for Chafee Foster Care Independence Program services
-
Youth adopted from U.S. foster care at age 16 or older
-
Youth who left foster care at age 16 or older for guardianship with a kinship guardianship assistance agreement
-
Youth currently in custody of the Office of Children and Family Services (OCFS) placed in non-secure or voluntary agencies (Title IV-E facilities)
-
Youth on aftercare status with OCFS or receiving services in an Evening Reporting Center who were placed in a Title IV-E facility
Additional requirements:

Must be a U.S. citizen or qualified non-citizen

Must be accepted/enrolled in an accredited degree, certificate, or vocational program at a college, university, technical, or vocational school

Must show satisfactory progress toward a degree or certificate to maintain eligibility
