Kentucky: Office of the Ombudsman

About this resource

If you're a foster youth in Kentucky—currently in care, on extended commitment, or aged out within the last year—you have the right to file a service complaint through the Office of the Ombudsman if something isn’t going right in your case or placement.

  • You can ask your Guardian Ad Litem to help you file a complaint if you want.
  • The Ombudsman’s office will send you a written response after your complaint within 30 days.
  • If you’re not satisfied with that response, you can ask the Commissioner to review it by sending a written request within 10 days.
  • The Commissioner will then send a final decision within 30 days—and the department must follow it.

You can get more info about the office, contact them via email at [email protected], phone (800) 372-2973, or the online form to file a complaint.
