North Carolina: Filing Complaints
About this resource
North Carolina doesn't have an Ombudsman, but if you have questions or concerns about a child welfare case-like CPS, foster care, adoption, or in-home services-you can reach out to the Constituent Concerns Office. They're there to listen, explain how things work and check in with local Department of Social Services (DSS) to make sure rules are being followed.
They can't change court decisions or overrule DSS, but they can help you understand the process and support you in finding answers.
