In Delaware the Office of the Child Advocate (OCA) is responsible for administering critical educational scholarship opportunities for young adults who experienced foster care in Delaware including a tuition waiver program and Chafee Education and Training Vouchers.  The website also lists and links to other scholarship opportunities. Who can use this resource (eligibility)?

Voucher and Scholarship Eligibility Requirements

  • You must be a current or former Delaware youth, who is or has experienced foster care in Delaware.
  • You must have a high school diploma or GED.
  • You must be accepted or attending an institution of higher learning or trade school, AND if already attending, you must be making satisfactory academic or vocational progress toward completion of that program.
  • You must be a U.S. citizen or a qualified non-citizen.
  • You must annually complete the federal Free Application For Student Aid (FAFSA) .
  • You must complete an online application (click application link below) and participate in an interview with the Office of the Child Advocate.

Tuition Waiver Eligibility Criteria

  • Current Delaware resident
  • Under age 26
  • One of the following:
    • Aged out of the Department of Children Youth and Their Families (DSCYF) custody at age 18 or;
    • Exited DSCYF custody to guardianship or adoption at the age of 16 or older or;
    • Was in DSCYF custody for 12 months or more between the ages of 14 and 18.
